Astrion is looking for an experienced Acquisition Subject Matter Expert (SME) to join the Survivable Airborne Operations Center (SAOC) Program at Hanscom AFB, MA.  The SAOC program is a Major Defense Acquisition Program tasked with leading the development and delivery of the replacement fleet for the E-4B National Airborne Operations (NAOC).

REQUIRED QUALIFICATIONS / SKILLS

  • Exceptional ability to lead cross-functional teams to identify acquisition and program issues and risks and collaborate with personnel ensuring programs are delivered on time, within scope and within budget.
  • Master’s or Doctorate Degree in a related field and at least 20 years of experience in the respective technical / professional discipline being performed, 12 years of which must be in the DoD
  • Secret Clearance and U.S. Citizenship required for all applicants;
  • Top Secret Clearance preferred

 RESPONSIBILITIES

 

  • Provide significant, expert level support to government counterparts regarding acquisition issues, management processes and functions for the SAOC Program IAW DoD 5000.2 and FAR regulations.
  • Identify optimal acquisition strategy; define technical and contractual requirements associate with government needs.
  • Develop program documentation to include ASP, J&As, SOW, PWS, SAMP, SCGs, program protection plans, Congressional Briefs, pre and post contract documentation as needed and update contract documentation.
  • Prepare reports and briefings on contractual issues, program status, policies and procedures, in support of acquisition program milestones.
  • Expertly adjust acquisition and programmatic support to meet emergencies, changing programs or production requirements within available resources and without sacrifice to completeness and accuracy.
  • Provide training to cross-functional teams in all acquisition and program areas as required
  • Assist in managing program cost, schedule, performance, and risks in accordance with policies and procedures; formulate proposed mitigations as necessary.
  • Coordinate program information with internal and external stakeholders.
  • Recommend and design strategies to increase effectiveness and efficiency of acquisition business processes and on contractual issues: contract types (incentives); data right issues; OCIs; contractor’s performance, REAs, etc.
  • Work within organizational managers, budget personnel, logisticians, and engineering authorities to develop and gain approval for proposed projects and strategies.
  • Provide expert level support to government counterparts regarding identifying, assessing, developing, and mitigating program risk to include briefing leadership on status of program risks and recurring risk reports.
  • Keep program information and files current and organize data to submit to management for decision making.
  • Analyze effectiveness and efficiency of program; develop recommendations to improve contract and program operations.
  • Assist in answering data calls and inquires on contract and program policies and procedures.
  • Interpret regulations and directives to determine impact on programs; monitor programs and projects to ensure compliance and procedures.
  • Research ways to eliminate program bottlenecks and barriers to production; support government counterparts in development of solutions to program issues.
