Overview

  • Oversee and manage all aspects of the proposal process. This includes organizing, planning, writing, editing, document formatting, updating, and tracking all phases of the proposal/production process. The individual must be flexible as position demands evening and weekend work from time to time.
  • Review, analyze, and organize requirements to ensure 100% compliance with the Request for Information (RFI)/ Request for Proposal (RFP).
  • Collaborate, and work closely with the Proposal Team to understand the products or services being bid and prepare all supporting and written documentation for the assigned proposal.
  • Work closely with the Capture Manager to gain understanding of Capture Plan, win strategies, and key discriminators.
  • Develop proposal outline; compose, design, maintain, coordinate, edit, proofread all proposals; and oversee the printing, collating, binding, and shipping/delivery of all proposals. Includes desktop publishing to create and/or capture necessary graphics including screen captures, photos, process flow chart, etc.
  • Develop and manage proposal schedules, work assignments, and resource allocations.
  • Prepare, schedule, and lead Proposal Kick-off Meetings
  • Schedule and lead proposal strategy meetings to discuss win themes and proposal-specific initiatives.
  • Support the development of all standard proposal sections: Management, Technical, Past Performance, Transition Plans, Key Personnel Resumes, Cost/Price Narrative, Highest Technically Rated Offeror (HTRO) Self-Scoring Matrix, etc.
  • Schedule, facilitate, participate in, and provide input for all color team reviews, to review and ensure the integrity of the assigned proposal for compliance with the RFP.
  • Integrate inputs from multiple authors and contributors into a cohesive document with RFP-compliant formatting and style.
  • Conduct regular proposal status meetings to include subcontractors/team members.
  • Review proposal text and provide direction to authors.
  • Develop and edit proposal sections, as needed.
  • Identify and analyze proposal development problems, develop solutions, and implement solutions in collaboration with senior managers and executives.
  • Maintain document configuration management and control.

Responsibilities

  • BS/BA degree required or an additional 5 years of directly related experience.
  • At least 7+ years of experience in the proposal development life cycle. Experience should include supporting capture, pre-RFP, and proposal planning activities using proposal management best practices (Association of Proposal Management Professionals [APMP], Shipley, etc.).
  • Certification(s) required.
  • None required; but must be eligible to obtain a DoD Secret Clearance if needed.
  • Experience in technical writing and word processing is a must.
  • Government contracts and RFP knowledge required.
  • The candidate must have excellent technical writing skills with thorough knowledge of English grammar and punctuation and the ability to assimilate technical concepts.
  • Ability to apply critical thinking when supporting a Business Development team.
  • Ability to schedule and coordinate meetings with multiple, extremely busy stakeholders (schedule the meetings, develop and distribute agendas; capture and distribute minutes)
  • Detail-oriented, self-motivated, and capable of working independently and as part of a team in a fast-paced deadline driven environment.
  • Must be adaptable to changing priorities, meeting hard deadlines, and working after normal hours and on weekends as required.
  • Excellent time management skills and ability to multi-task a must.
  • Must be extremely organized and able to work independently.
